Christopher Lee joins the Ventura County health plan with extensive managed-care finance experience as Gold Coast Health Plan prepares for significant programme changes affecting members.
Gold Coast Health Plan has appointed Christopher Lee as chief financial officer, placing an executive with more than 25 years of healthcare finance experience at the centre of its response to changing Medi-Cal conditions. Lee began the role on August 24, according to the announcement, which was issued on August 27, 2026. The appointment gives Gold Coast Health Plan, also referred to as GCHP, a finance chief with experience spanning Medicare Advantage, Medi-Cal managed care and community health.
The appointment comes as GCHP’s leadership addresses changes attributed in the release to H.R. 1, including the transition of some members to a fee-for-service programme. Chief executive Dr. Felix Nuñez said Lee’s background in financial performance, cost management, planning and analysis would support the organisation during that period. He also linked the appointment to GCHP’s continued work on programmes such as its Total Care Advantage plan.
Lee joined GCHP from Healthcare In Action, a Southern California community health organisation serving people experiencing homelessness. In that role, the release said, he rebuilt financial systems and strengthened grant and billing management. Earlier, he spent seven years as vice-president of financial planning and analysis at SCAN Health Plan, where he helped oversee a $5.2 billion budget and supported the plan’s Medicare bid process; he also held finance leadership roles at CareMore Health and Anthem.
The move places operational finance alongside the plan’s local healthcare remit. Gold Coast Health Plan says it serves about 220,000 Medi-Cal members in Ventura County through primary care physicians, specialists, behavioural health providers and hospitals. The organisation was founded in 2011, and the release says its membership includes one in three county residents, one in six seniors and one in two children up to age five.
Lee holds a master’s degree in business administration from the University of Southern California and a bachelor’s degree in economics from the University of California, Irvine. In a statement, he said his priority would be building the financial infrastructure needed to sustain access to care and services while the organisation navigates policy changes. For GCHP, the appointment adds an experienced healthcare finance executive as it manages the financial and administrative demands attached to serving a large local Medi-Cal population.
