The company has completed a strategic investment from Citation Capital, keeping its founders in operational control as it expands a technology-enabled travel distribution platform.
World Travel Holdings completed a strategic investment from Citation Capital on May 13, 2026, adding a private-equity partner to a travel distributor focused on cruise sales and servicing. The Fort Lauderdale-based company’s co-founders and co-chief executives, Jeff and Brad Tolkin, will retain significant ownership and continue leading day-to-day operations. The transaction places capital behind a platform that connects cruise suppliers with loyalty, membership, rewards and franchise channels.
Established in 2005, World Travel Holdings describes itself as an asset-light demand aggregation platform spanning blue-chip partners, franchise agencies across North America and owned brands. The company reported more than $2.5 billion in annual booking volume, more than 2,000 franchise agencies and long-standing business-to-business private-label partnerships averaging over 15 years. Its role reflects the complexity of selling and servicing cruises, which it addresses through an integrated combination of technology, marketing and conversion capabilities.
The announcement comes as the cruise sector reports continued demand. The Cruise Lines International Association said global cruise passenger volumes reached a record 37.2 million in 2025, while nearly 90% of surveyed passengers indicated that they intended to sail again. World Travel Holdings operates the Dream Vacations and CruiseOne franchise networks and sells cruises, villas, resort holidays, resort day passes and luxury travel services through nearly 40 owned brands and private-label partnerships.
Citation Capital said the investment is its fourth and represents a complementary addition to a portfolio that includes Cibo Vita, Aptive Environmental and Gallo Mechanical. The firm, founded in 2023 by Tiffany K. Hagge and Lydie B. Hudson, focuses on control buyout investments in services, industrial and selected consumer businesses across North America. Its stated approach is to partner with founder- and family-led companies while preserving their legacies, a structure that leaves World Travel Holdings’ existing leadership in place.
For World Travel Holdings, the deal combines outside investment with continuity in ownership and management. Jeff Tolkin said the partnership would help the company continue to scale, while Brad Tolkin identified its team and expertise across cruise, technology and partner relationships as central to the business. The announcement therefore presents growth through a combination of additional financial backing, established distribution relationships and continued founder involvement rather than a change in operating leadership.
